Order the job in on each of the days, then find another mechanism to prevent it from running on the holidays. First ensure that maxwait is long enough to enable the job to stay in the AJF until the first business day.
Then use one of the following:
1. Quantitative resource - create the resource with 99 units, and the job should require one unit. Then create job(s) to change the value of this resource to zero at the start of any weekend/holiday (using ecaqrtab), then job(s) to change the value back to 99 at the start of any working day.
2. You can also use conditions to achieve the same end - create a dependency in the job on a STAT condition and ensure that the condition only exists on working days.
3. If you have version 7, workload management rules could be more suitable, although workload management rules cannot utilise calendars and therefore cannot take public holidays into account.
