After restart GUI and GAS server not starting.
Please HELP!!!

Not sure it fits your error but...
I had a number of ongoing problems starting the GUI Server after the ORBConfigure.vbs tool was used to assign static ports to the different servers. Static ports need needed for cross-firewall comms.
As the services started up they fought over the IP ports. When GUI Server tried to grab it's assigned port it found another service has already taken it and it failed.
I set the CTM Services to start in order by adding Microsoft service dependencies, of course you achieve the same affect by manually restarting in the following order but you won't want to do that each time the server reboots.
Normal order but the dependency delays allow the services to start with plenty of time before the next kicks off:
TAO NT Naming Service
Control-M Configuration Server
Control-M/Enterprise Manager Configuration Agent Properties.
Set the dependencies up in reverse order.
