Control-M and %%SET VAR

My environment is IBM Mainframe z/OS 1.10 with Control-M z/OS 6.3 and PRO/JCL R280.

We are trying to consolidate the number of MEMLIB's by using the SET VAR option (at the JOB List level) to substitute varibles that are now constants. When doing this and using the % command to invoke the IOA editor, all JCL %% SET VAR Substitution looks good.

1. When issuing the Force command to submit/execute the JOB, we get the Control-M error message in the --- Status --- field that says NOT SUBMITTED.

2. We also use PRO/JCL (with the Control-M feature) to validate the syntax of the JCL whenever a change is made. However, if there are %% varibles that are set in the SET VAR facility then PRO/JCL invokes error messages indicating that these %%SET VAR's can not be resolved, thus negating the effective use of PRO/JCL.

Any help with Items 1 & 2 would be appreciated. Thanks.
