Late sub & Late time how to?

Hi, can somebody help me to understand how they works and when should i use them?
Im working on CTM 6.4 WIN - newday at 8.00am.

1)What should i use if i want to have a shout just after the newday informing that some jobs where not ran at all?

2) If i want just to shout an execution started late (example at 10.00am instead 8.00am)?

What is the right way to write it on the post process? what kind of value should i write into the "PARAM" space beside the "LATE TIME/SUB" caption?

I hope it's not bad form to hijack this question with a followup, but for number 2 - is there a way to do this if the job is on hold?

Our problem is that jobs or groups will be placed on hold for maintenance, and then they forget to release them.

The jobs don't shout any Sub Time or Late Time alert, though, so we have no way to know until someone manually checks for held jobs. Overnight, this almost never happens and we miss deadlines.

Is there some known workaround for this?
