Without time incondition need alert in postproc.

Hi All,
I want to know how we can setup an alert mechanisim in postproc in case if job is not getting submitted in server which don't have time incondition

Ex. Setup LATE SUB 0959 if Newday time is 1000 ( 1 min less than ND time)
