DBO privileges??

Hi All,
I want to know what would be the minimum privileges for DBO Control-M Admin requires?? We want to create a DBO account for control-m admin.

you can not create a new owner from the database, you can only create new user with read privilege.
method is depending about witch kind of database you've got.

ya the same we want to create a user account only we are using 11gr2 version database can you please explain what would be the meathod??
