There are:
1) utilities for controlm server and you can find the descritpion and the syntax in the "server administration guide\utilities".
Some of these can be run from an agent machine different from the server

2) Enterprise Manager utilities.
You can found the types and sintax on the
"Enterprise Manager administration guide\". These are grouped by the use type, for example "job utilities" or "scheduling table", "cli", etc.
