what is the best way to Define Quantitative resources, from EM or From CTMS?

QR or CR ?
CR are created directly in the job definition form.
QR are created in GUI (TOOLS/QUANTITATIVE RESOURCE/ADD)
or
on the controlm server by using the ecaqrtab
