The use of "****" would mean any date; so if the condition name is a match, any condition regardless of date will be accepted as correct IN condition.
The STAT indicates Static, namely for where the condition is not related to any date.
Example of that might be when a file is available, a database is up...
you don't care what the status of it was in the past, only right now.
And of course it would not make sense to set it for tomorrow (NEXT) since that would be a guess.
You may see a very old reference to an odate of "0101" what we now know as 1st January;
many years ago this was reserved to indicate STAT.
